Question:

The struggle was worth it: there was a news flash interrupting a movie last night, to let the people know that the provincial government finally saw it woudl not stand a chance if it still woudl cut the already signed funancial help to new entrepreneurs in training or academic programs. They had started the programs where theyw ere to be given their unemployment benefits from the federal if it applied (if elligible) and qhere they woudl be given 1,000 a month for the training as help to start their business, when in the middle of it all, bam. The Quebec gvt cuts the funding to the welfare persons…. It made a roar, and I did all I coudl to roar along to help out too: the news we about how the gvt then had to anounce it was reinjecting 40 millions into those cut programs, seing it woudl lose its elections fast woudl it not do so. I called manpower who is in charge of the programs and leartned that it woudl not be the welfare ones that woudl in fact be granted the money, though, not for the programs offered to those entrepreneurs building theior busines,s but to those just taking college and university degrees in business (not the immersion in business program, say), where then that makes no sense. Teh dorector of manpower did not have all the detaisl yet, and I asked that I be notified as soon as he gets them. I used to be elligible cause of nmy having worked a certain number of weeks, wehre they then changed the rules on everyone and added …three weeks minimum…. Many had left a program to get into that one, if it woudl fit their needs better…Which still is totally unfair. Classes for the party that woudl not be subsidized still start in September. Not much time…… The director said he would try and see with the agents if my own request coudl not at least be received, stamped the date I forst went there and was rfused a form, cause I was not elligible, sicne odds are the gvt might have to resubsidize or that the new money woudl go for the jobless as well that do not have enough weeks and would have no other alternative otherwise than welfare and no business help….:( Shall ahve further news by the end of the day where I am to call him back (Employment centre director for these programs). Meanwhile, I am crossing my fingers real tight. With my usual luck, I probably helped save the skin of 4,500 entrepreneurs with my letters to MPs and so on, but…. woudl fall in the cracks of the system:(, and…see the ones that registered before me have fiancial help and the same rights as eveyone else, and the ones…after me, i.e. after my calsses would be done, where my fighting for me now might not yeild resutls on time. But if ewiose comes to worse, at least my strugglecontributed in its small part to 4,500 persons gettign justice, and that feels good already:) Just happy about it. S’about time gvts are held to their word… And keep their commitment. Chloe

But the congratulations shoudl go to all that went on the streets in all cities of Quebec to shout and scand for justice. What the provincial government was doing in that specific case was not only illegal, but ripping the poorest of the little they had..Where the offering funds under contracts then cutting them suddenly and illegally woudl have got any individual acting that way sent to jail for 20 years… The provincial gvt did not do enough for the poor at all, and they might remember the voice of the poorest, that to my knowledge are still allowed to vote. Unless they barr their names off electoral lists on top of it?;-):) The fight is not over… At manpower, the dorector had very negative and prejudicial and illegal words too about the jobless as well as the welfare recipients. Welfare is not a privilege, but a right prrotected by law. If many abuse it, the law should not be done to discriminate against the honest ones, sick, recoverign from distatsers, lay offs (massive) from the same governement and the federal one even more, etc. Callign him back after the news were released about the monies freed for those business programs financial help and support to new entrepreneurs, the director told me that "Take my word: not a penny of the newly injected sums will go to the welafare receptient, I can assure you that! That is NOT in the government’s plans, and not in mine either!:(". Where I asked where he took the details of the news and how the sums would be distributed, saying that it certainly sounded as if the STA programs for the jobless and welfare recipeients were what they were precisel;y talking about, and not the academic paert where all have grants programs and lonas programs on top fo the subsidy… He then said he had none, but took it for certain that no jobless woudl be offered that help. Yet the program is for those exactly to help get back to work in an area wher the federal gvt put 65,000 persons on lay offs in 5 years…:(. He told me he only had the papers and the internet to read about it "like you too", as if tellign me to go read the internet or sending me to hell. I read the papers as I went out for coffee: the news in the papers ** DO ** specify that the amounts will not only be for welfare people, but would be reinforced in makign sure it is given to them, AND to the "check-less" as they call "us" (jobless not on unemployment nor welfare, as is my case right now), where the Employment Office Directors had tended to disregard those in the past, where they were on the eligibility lists where yet none of them was accepted. The director of that program at the Manpower Centre also told me when I said that I wanted to register to the training even if no subsidies right now that there woudl nto even be classes anymore ????? In other words, total prejudices and …lies out of being … is the word condescendant? Full of one’s self would seem to describe it anyway. I was to call him back that afternoon to see what info he woudl get as I made him check his source to get soem answers at the time. Where he said he woudl have the info and call him back before the end of the day. Either he did not answer my call (here, most have phones where you can see the name and number of the caller), or was gone for the weeke dn already. I left a message on his andswering machine. I only after taht read the papers, where on Monday, he might have to caugh ans spit the truth… Ad woudl eh still not accept my registration form, as he was supposed to enquitre about, faced with my knowing the facts and insisting (the ones of when I forst tried to apply where I was told it was useless as I was a "check-less" and woudl not be considered when that category was to be considered) that my form not only be accepted, but stamped the date of my initially having been wrongly refused to even submit my silly registration request form (sic!). Prejudices are THICK with that one, it seems…:( Sigh. Woudl he not, well. I already have apointments with the federal and provincial MPs of the area, where both however are on silly hollidays right now. Well…The federal one (an ex boss of mine at CIDA (external Affairs) is sick seriously and on hollidays prior to a scheduled operation (heart) ruight after, where a team tries and replace him, and where the provincial MP is on simple hollidays the House not being on Session right now. He is back on the 23rd, and I have my meeting scheduled with him since weeks for the 23rd at the forst hour he opens, as that gvt goof is one that he has at heart (opposition member). Since my initial complaint was about the provincial gvt cuttign the poorest in a program yet emant to get people back to work, ebnding up offering it only to those that already worked and woudl leave their jobs for it, and end up for most on wekafre anyway (only a small percentage of businesses do take off after the forst year of subsidies: many are nto serious and do only tkae the program to get paid 1,000 a month: they shoudl simply better study each request and the business ’s chances of making it), I will now that this was apparently granted fully, use the occasion to file a complaint about that Director, woudl he not have cleaned up hs act by the coming week. And ask the permission to go register from a nearby town in this riding, given the prejudices and blocking the law that the director seems to enjoy doing (abuse of authority). Darn, if I make it, must mean I woudl ahve the required determination at least to start a business, non?:):)L:) The market is another thing though… Which is why I need the training!:) Thanks for acknolwedging me, and for giving me an occasion to take my mind off powerless thoughts of another kind (relationship type for those, as written in teh "No news from P…" post).
